Celestin Niyomugabo is a versatile professional with a deep passion for harnessing technology and data to create meaningful impact. With expertise spanning data science, statistics, and graphic design, he has significantly contributed to diverse sectors, including research, public health, and business innovation.
His career reflects a unique blend of roles across academia, government, and the private sector. Notable positions include serving as a Contractual Data Scientist at the University of Pittsburgh (Anto-Ocrah Lab), where he applied advanced analytics to complex datasets, and advanced ML techniques including Natural Language Processing; spearheading revenue modeling and statistical analysis at the Rwanda Revenue Authority (RRA), driving data-driven policy decisions; and founding VONSUNG, a forward-thinking company delivering cutting-edge technology solutions. Additionally, Celestin has led impactful research projects, such as modeling the impact of COVID-19, heart failure prediction, etc.

Founded VONSUNG, a software development company that provides tailored digital solutions across East Africa (read VONSUNG profile HERE. As CEO, Celestin has spearheaded multiple high-impact projects, including the development of online employment portals, school management systems, and event management platforms. His leadership emphasizes creating scalable, user-centered applications that cater to specific client needs, fostering an environment that prioritizes innovation and quality in software development.

Working part-time as a data scientist for the University of Pittsburgh (Anto-Ocrah Lab), Celestin applies advanced data mining techniques and natural language processing (NLP) to gather insights from large datasets. His role involves supporting health and social research projects, analyzing unstructured data from various sources, and contributing to studies that aim to improve public health and social outcomes. His expertise aids in creating meaningful interpretations from data, supporting the university's research efforts with actionable insights.

At Rwanda Revenue Authority (RRA), Celestin Niyomugabo plays a key role in advancing revenue modeling and statistical analysis to support Rwanda’s fiscal policy framework. Since joining in August 2023 as a Professional in Charge of Revenue Modeling and Statistics, he was elevated to Principal Professional in Charge of Revenue Modeling in August 2024. Following his performance in both written test and oral interview, Celestin was officially confirmed as Principal Professional in Charge of Revenue Modeling (February 2025) by RRA Executive Organ. In September 2025, he was appointed at the Head of Revenue Modeling and Statistics section where he is responsible for leading, managing, and supervising revenue modeling activities and coordinating statistical operations at RRA.

In his role, Celestin has successfully analyzed revenue trends, identified potential gaps, and developed data-driven models to forecast revenue collection. He has also spearheaded key initiatives, including designing and publishing three versions of Tax Statistics, which provide valuable insights for policymakers, and leading the development and deployment of RRA Monitoring and Evaluation (M&E) Portal, enhancing organizational performance tracking.

Among his significant contributions, Celestin played a central role in preparing the Tax Expenditure Report for Fiscal Year 2022/23 and 2023/24 version, a key document for evaluating the fiscal impact of tax policies.

Engaged by Palladium as a graphic design consultant, Celestin was responsible for transforming complex health data into accessible, visually appealing formats. He contributed to a Ministry of Health report, employing infographics and data visualizations to improve the understanding of health data among non-experts, which supports public engagement and policy awareness.

Conducted training sessions for National Statistical Offices within the East African Community (EAC) on using infographics and data visualization for effective data storytelling. The training aimed to equip communication officers with the skills to present complex statistics in a clear, engaging way that enhances public understanding and strengthens regional data dissemination practices.

As a graphic design expert, Celestin contributed to the East African Community’s brand architecture by ensuring consistency and impact in visual communication across member states. His work involved developing visual standards and designing branding materials that resonate regionally, strengthening EAC's presence and cohesiveness.

Provided graphic design support for CIIC-HIN on various projects, creating high-quality visuals that communicate complex information effectively. His role included designing infographics, visual reports, and educational materials, ensuring clarity and engagement in project communications, and supporting CIIC-HIN’s goals in health and social impact.

As a statistician for the CEBHA+ Project, Celestin supported health and social research through statistical analysis and predictive modeling. His work included conducting baseline studies, developing heart failure prediction models, and analyzing COVID-19 data. These efforts provided critical insights for public health initiatives, allowing stakeholders to make evidence-based decisions.

During his time as a Data Communication Officer at National Institute of Statistics of Rwanda (NISR), Celestin played a crucial role in the 5th Population and Housing Census. He was responsible for designing and developing informative and visually appealing census reports and infographics. Additionally, he created engaging communication materials to raise awareness about the census and encourage public participation. Through his efforts, Celestin contributed to the successful implementation of the census and helped to disseminate valuable insights to policymakers, researchers, and the general public.
