About Celestin Niyomugabo:


Celestin Niyomugabo is a data scientist, developer, and creative designer with a solid foundation in Applied Statistics from the University of Rwanda and a Master’s degree in Big Data (currently ongoing). He completed high school at Ecole de Sciences de Gisenyi in 2014 and pursued certifications in Creative Design and Programming from Alison, Ireland. Currently, he serves as the principal professional in charge of Revenue Modeling and Statistics at the Rwanda Revenue Authority, where he applies data science to support Rwanda’s fiscal policies. Celestin is also the founder and CEO of VONSUNG, a software development company delivering high-impact digital solutions across East Africa.

As a data scientist, Celestin has contributed to impactful projects, including predictive models for heart disease and COVID-19 outcomes, as well as social media analyses on maternal health in Ghana. Proficient in Python, R, and machine learning, he uses his skills to address complex challenges in public health, economic development, and social research.

In his role as a developer, Celestin is a full-stack expert skilled in building responsive, scalable applications. Notable projects include the R-YES employment portal, Iris Education App, and the JAM Global Events management system. His technical toolkit includes PHP, Django, JavaScript, HTML/CSS, and SQL, enabling him to create functional and user-friendly platforms tailored to client needs.

Celestin is also a talented creative designer specializing in data visualization and storytelling. He has produced compelling reports and infographics for government agencies, such as the Rwanda Population and Housing Census booklet for NISR and visual content for the Ministry of Health. His proficiency in Adobe Illustrator and Photoshop allows him to create professional-grade visuals that make complex data accessible and engaging.

Throughout his career, Celestin has been committed to capacity building, having trained staff from the Ministry of Health (Rwanda), CIIC-HIN, RBC, and National Statistical Office communication officers from East African Community (EAC) member states on data storytelling. His unique combination of technical, analytical, and creative skills, paired with strong business acumen, makes him a versatile professional dedicated to driving positive change through technology and data. Always eager to innovate, Celestin is passionate about creating impactful solutions and advancing data-driven decision-making.
